Ohio’s roads, bridges, and water systems are the backbone of our communities. This May 6, we have a chance to strengthen that foundation—without raising taxes.
What Is Issue 2?
Issue 2 is a proposed amendment to the Ohio Constitution that would authorize the state to issue up to $2.5 billion in general obligation bonds over the next 10 years. These funds would support local governments in financing public infrastructure projects, such as roads, bridges, wastewater treatment systems, and water supply systems. The program would be limited to $250 million per year, ensuring a measured and sustainable approach to infrastructure investment.
No Tax Increase
Importantly, approving Issue 2 will not result in any increase in taxes. The bonds would be repaid through existing state revenues, meaning that your property taxes and local income taxes would remain unaffected. This approach allows for critical infrastructure improvements without placing additional financial burdens on Ohio residents.
Proven Success in Cuyahoga County
As a former Lakewood City Council member and chair of Public Works, I have firsthand experience with the benefits of the State Capital Improvement Program. Over the past decade, Cuyahoga County has received more than $241 million in funding for 172 local projects, making it the largest recipient of program funding in that timeframe. These funds have been instrumental in resurfacing roads, replacing aging water lines, and improving overall infrastructure in our communities.
Broad Bipartisan Support
Issue 2 enjoys strong bipartisan support, with overwhelming approval from both the Ohio House and Senate. Local government groups, businesses, and professional associations across the state recognize the importance of this program in maintaining and improving our infrastructure.
